The European Union stated on Tuesday that any negotiations aimed at ending the war between Russia and Ukraine must include Kyiv as an active participant. For EU leaders, excluding Ukraine from the talks would not only be a diplomatic mistake but also a threat to the legitimacy of any future agreement.

In recent statements, EU representatives reaffirmed that Ukraine’s sovereignty and territorial integrity are non-negotiable principles. According to diplomatic sources, there is concern that external proposals seeking to impose solutions without Kyiv’s involvement could weaken a ceasefire and leave the door open for renewed conflict.

The European position also responds to international efforts to find a “shortcut” to peace by conducting indirect negotiations or limiting Ukraine’s role. “The war is being fought on Ukrainian territory, and any decision affecting the country’s future must be made with its consent,” stressed a senior EU official.

Since the start of Russia’s invasion in February 2022, the European Union has been one of Ukraine’s main political and economic allies, providing financial aid packages, military assistance, and diplomatic backing. Today’s stance signals that, for Brussels, any attempt at a solution that ignores Kyiv’s voice is unlikely to succeed or gain international recognition.

Meanwhile, the war remains at a stalemate, with heavy fighting in the country’s east and international efforts split between pushing for an immediate ceasefire and securing a lasting peace deal. For the European Union, however, the equation is clear: without Ukraine at the negotiating table, there can be no legitimate peace.
